QPC 360° portal, the reference portal on Priority Preliminary Rulings on Constitutionality
‘The priority constitutionality question is the right recognised to any person who is a party to a lawsuit or legal proceedings to argue that a legislative provision infringes upon the rights and freedoms guaranteed by the Constitution.’
Coexya assisted the Constitutional Council in creating a new tool for Priority Preliminary Rulings on Constitutionality.
The Constitutional Council is one of France’s highest courts. It is composed of nine members, plus former Presidents of the Republic.
The Constitutional Council has a number of objectives:
- Ensuring that laws and matters brought before it comply with the Constitution
- Overseeing the conduct of national elections and referendums
The QPC, meanwhile, allows any litigant to challenge a law if they believe it violates the rights and freedoms guaranteed by the Constitution. This QPC is initially filed with a court, but may be referred to the Constitutional Council if the court, the Council of State or the Court of Cassation deem that the QPC meets specific criteria: applicability to the dispute, the issue has not already been ruled on, and the issue raised is of a serious nature.
Different uses for different targets
To meet the expectations of the portal's various target audiences, the Constitutional Council commissioned Coexya for its expertise in UX design and its support methods.
Several objectives were targeted:
- Democratise the QPC among citizens by offering editorial content
- Identify all QPC resources and case law from various bodies (Council of State, Court of Cassation, trial courts, etc.)
- Offer tools for professionals (lawyers, professors, students)
Coexya supported the Constitutional Council throughout several phases of the project
- Scoping and support based on functional workshops and UX workshops
- Production of functional specifications, mock-ups and a prototype based on the government’s design system
- Monitoring and acceptance testing of portal developments
- User testing to validate the portal’s suitability for the needs of the target audience
- Monitoring of audiences with Matomo
